The appellant sought information regarding copies of detailed shortlisting criteria, category wise list of shortlisted candidates along with their qualification marks and percentage under Advertisement No. 5/2012 for the Post of Technical Asst. Group III.
Relevant facts emerging during hearing:
Both the parties are present. The appellant filed an RTI application on 17.09.2013, seeking the above information. CPIO informed the appellant that the query is not concerned with their dept. The FAA in his order recorded that the appellant has not mentioned the organizational unit for which the information has been sought and disposed of the first appeal, upholding the CPIO’s decision.
The appellant stated that no information has been given to her. The respondent stated that the appellant had not mentioned the organisational unit for which the information has been sought in her RTI application or first appeal. She stated that the appellant has mentioned it in her second appeal that she requires the information from NPL. The appellant stated she had checked on the NPL website to check about the RTI, but that there was no information given, due to which she sought the information from CSIR.
Decision:
After hearing the parties and on perusal of record, the Commission finds that the information could have been provided at the first instant by the NPL, if the details regarding the RTI would have been mentioned on their website. The NPL website has been browsed through by the Commission. The Commission notes with concern that the link for RTI Act on the NPL website is given under “About Us” and not separately, where the information seekers can find it easily. The information sought by the appellant should have been published on the NPL website, so that the information seekers have minimum resort to this Act. The Director, NPL is directed to make the necessary changes on their website in this regard, so that the information seekers can find the details of the RTI Act on their website, easily and that more and more information is disseminated online. The Deputy Registrar of this Bench is directed to send a copy of this order to Director, NPL for necessary action. CPIO, NPL is directed to provide the information sought, as per available record, to the appellant, within three weeks of receipt of this order, under intimation to the Commission. A copy of RTI application dt. 17.09.2013 is to be attached along with a copy of this order, for ready reference of the CPIO, NPL. The appeal is disposed of accordingly.
