CIC issues notice to PIO and FAA of Kendriya Vidyaylaya
24 Jun, 2013An application was filed with the Kendriya Vidyalaya Sanghathan’s (KVS) regional office in Bangalore under the Right to Information (RTI) Act seeking information about the principal and a teacher of the vidyalaya. The applicantwanted to know their educational qualifications, birth and caste certificates, appointment letters, service verification report, etc.
The public information officer (PIO), KVS denied the information stating that the demanded information was personal in nature and hence could not be provided under RTI.
During the hearing of the first appeal, the First Appellate Authority (FAA), KVS upheld the decision of the PIO.
The dissatisfied appellant, then approached the Central Information Commission (CIC) contending that the service records of government employees were classified as public documents and should be provided under RTI.
The CIC served notices to the PIO and the FAA of the KVS directing them to appear before the Central Information Commissioner through videoconferencing for the hearing of the case.
