If the information sought is so huge that even inspection is impossible?

Background of the case
The appellant has sought number of information like list of schools, name and address of schools, number of students and teacher, name of principal along with contact number, details of facilities are bring provided to the students, copy of the work order issued from 2005 onwards for the development in all municipal schools etc. The PIO provided certain information to the appellant with which the appellant was not satisfied.

The Commission observed that the appellant has sought extremely voluminous information by asking for records of all municipal schools and their repairs from 2005 onwards. The Commission took note of the fact that there are about 1700 municipal schools in Delhi and if any public authority has to give such voluminous information, it would render it impossible even to give inspection of such records. Therefore, the Commission dismissed the appeal holding that it is difficult to even provide inspection of the records.
