Bihar SIC questions blocking of thoroughfare by IGIMS
12 Mar, 2012On the plea of an appellant, the Bihar State Information Commission (SIC) has asked the Indira Gandhi Institute of Medical Sciences (IGIMS) to explain how and under whose authority it has blocked a road that passed through its complex. The appellant claimed that the road connecting Bailey Road to various colonies on the other side had been in public use since 1908. The road had been shown as the part of the public land in the land survey of 1916 as well as in the land records. The Bihar SIC observed that "Nobody has the power to deny use of road, water and power supplies without valid reasons, to the people. Such an act amounts not only to violation of fundamental rights, but also amounts to gross violation of human rights."
The Public Information Officer (PIO) has been directed to appear before the SIC ON 10TH April 2012 with all documentary evidence as well as copy of the government notification authorizing it to build a wall blocking the thoroughfare and deploy armed security to protect it.
