Are the posts of Librarian and PE Director being neglected in Tamil Nadu?

The reply to an application filed under the Right to Information (RTI) Act has revealed that most of the posts of Librarians and Physical Education (PE) Directors in the government Arts and Science Colleges in Tamil Nadu are vacant.
The reply to the application states that there are 62 government arts and science colleges in the state. Out of these, 44 colleges don’t have a librarian whereas none of the colleges has a PE director. The data, received in the RTI reply, shows that the situation becomes worse when the twelve new colleges opened during this year are taken into account. All these colleges have neither a librarian nor a PE director. The reply also shows that these posts have remained vacant for past two decades. It states that the posts of PE director have been vacant since 1994-95 and those of librarians have been vacant since 1996-97.
The current situation despite attempts by the Tamil Nadu Public Service Commission to fill the vacancies of PE directors and librarians by direct recruitment in 2006 and 2009, respectively.
