Are the land lease norms violated by the Hospitals?

A complaint has been filed with the Indore Municipal Corporation against the Life Care Hospital (LCH) in Indore for violation of land lease norms and evading municipal taxes to the tune of Rs 18.48 lakh.
The complaint has been filed on the basis of documents received under the Right to information (RTI) Act. The RTI reply states that land was allotted in 2004 for setting up medical facilities under scheme number 78 (part II).
However, the reply also shows that a portion of the land is being used for LCH Club, swimming pool, hotel and other commercial activities, thus violating the lease norms. According to the complaint, the hospital is also not providing medical facilities at subsidized rates. The complaint has also alleged that the hospital has been constructed without paying Narmada Capital Fund, plantation fee and water harvesting charges which were mandatory to get building permission from Indore Municipal Corporation resulting in a revenue loss of over Rs. 18 lakh to the municipal corporation.
