The appellant vide RTI application dated 28.02.2015 sought information under 4 points regarding minutes of selection committee in respect of Welfare Officer post for which interview was held on 26.11.2014. CPIO did not respond to the RTI application. The appellant preferred first appeal.
FAA vide order dated 25.05.2015 upheld the reply of CPIO. Feeling aggrieved the appellant approached the Commission.
Relevant facts emerging during hearing:
The appellant is absent. Respondent is present and heard.
The CPIO states that information sought pertains to recruitment of Welfare Officer for which the appellant attended the interview on 26.11.2014. He states that for administrative reasons, the said recruitment process could not be finalised and hence disclosure of proceedings of selection process would be counterproductive.
Decision:
After hearing respondent and perusal of record, the Commission notes that at the time of filing the RTI application the proceedings and recommendations of the Interview Committee had been sent to President, JIPMER which is still pending. Hence, information on point No. 1-3 have been held back correctly by the CPIO.
The plea of CPIO with query No. 4 is accepted since there is no public interest in providing the copies of petitions/complaints/ representations, if any, received in this regard by JIPMER to the appellant.
In the event the results are out, information on point No. 1-3 shall be provided and if not the appellant shall be informed of the same within 2 weeks of the receipt of this order.
The appeal is disposed of accordingly.
